Mr. Russ is a nationally recognized endowment and investment manager with a reputation for adding value to institutional portfolios, turning around poorly performing multi-asset class portfolios, conceiving unique investment strategies and developing high performing investment teams. He has over 30 years of institutional investment management experience with foundations, endowments, corporate and public pension plans, sovereign wealth funds (SWFs) and family offices. Mr. Russ created innovative new debt financing strategies for the construction of Stanford University graduate student housing, The Lucille Packard Children’s Hospital and the Stanford Medical School Faculty Family Practice Plan. His Endowment management experience began in 1988 in the Stanford Office of the Treasurer as Portfolio Manager/Senior Portfolio Manager and subsequently as member of the internal investment team known as the Portfolio Management Group (PMG). He worked closely with the Office of the General Counsel to write the business plan for the creation of the Stanford Management Company (SMC), which manages Stanford’s endowment. In 2001 he was selected to be the fifth Treasurer of the Regents of the University of California and Vice President, essentially CIO. Following UC in 2005, he was appointed as the first CIO for Dartmouth College. He received a BA in Genetics from UC Berkeley and an MA from the Graduate School of Management at UC Davis. He is a member of the CFA Institute. Mr. Russ has been working with Angeleno Group since 2021.
